This tutorial was created using PSP9, but should work in all versions. A working knowledge of PSP is assumed.

Supplies Needed
Tube of choice. (Of course a racing tube with a close up works best.)
I am using the awesome art of
Elias Chatzoudis, which I purchased from PTE.
BP_template118, made by me.
My supplies (includes stripe paper and template for frame fill)
Filters Unlimited2
Animation Shop 3
Fonts used are Verdana and MS Reference Sans
If you don't have a checker pattern in your color palette patterns, you will need to find or make a checker paper.

Note: This tutorial is written for the tube and supplies I used. If you are using something different, you may need to adjust some settings.

* IPL = In Palette Layers

Let's Begin

Open My supplies in PSP. Let's start with the fill template. IPL click the rectangle layer. Go to Selections - Select All - Float - Defloat. Layers - New Raster Layer. Fill with this color, c7001e. Selections - Select None. IPL, delete the original rectangle layer. Repeat these steps for the black ring.
Also repeat these steps for the rectangle cut out, except fill the new layer with black. After deleting the original cut out layer, Still in palette layer, right click any layer and merge visible. Type Shift and d to duplicate. Mirror the duplicate.

Select either template and add your number.

For my number I used the font MS Reference Sans, size 72. Stroke Width = 1.50. Font Style is Bold Itallic. Kerning = -150. Foreground and Background color is white. Place the number in the center of the template.
Optional (Because I wanted my 14 to look more like the real #14 I copied the lower half of the 1 and pasted it at the bottom of the 4. See my tag)
Selections - Select All - Float - Defloat - Modify - Expand - by 2. Layers - New Raster Layer. Fill with this color, cc001f. Selections - Select None. IPL, move the white layer above the red, right click and merge down.
Selections - Select All - Float - Defloat - Modify - Expand - by 2. Layers - New Raster Layer. Fill with black. Selections - Select None. IPL move the  white/red layer above the black layer. Right click and merge down.

Now, you can copy your number and paste it, as a new layer, onto your other template, and merge visible, however, my favorite driver has two color schemes. So I made a second number 14, same as the first, except instead of the red, I used  0070ba. This second number I then pasted as a new layer, onto the second template, and merged visible.

Open BP_template118 in PSP. Duplicate and then delete the original. Delete the info layer.
I need just a tad more room to work with, so Go to Image - Canvas Size. Make settings 600 x 250 pixels. Click the white background layer and refill with white.

Click on the left side frame fill layer. Paste, as a new layer, one of the number images you just made. Position it right on top of the fill layer. IPL, delete the fill layer. Repeat this with the right side fill with your other number image.

Open your tube in psp.

Click on the center fill layer. Selections - Select All - Float - Defloat. Copy the larger tube and paste as a new layer. Center it on top of the center fill layer. Selections - Invert. Delete. Selections - Select None. IPL, delete the center fill layer.

Click the left frame trim. Selections - Select All - Float - Defloat. Layers - New Raster Layer. In your foreground color palette click the pattern tab and locate the checker pattern. Keep the size at 100. Fill the new raster layer. Selections - Select None. IPL, delete the trim layer. Add a drop shadow. H & V = 0. Opacity = 100. Blur = 6. Color is black. Repeat this for the other two frame trims.

Click on the left frame. Selections - Select All - Float - Defloat. Layers - New Raster Layer. Again, in your foreground color palette click the pattern tab and locate the checker pattern. This time set the scale to 10. Fill the new Raster Layer. Selections - Select none. IPL, delete the original frame layer. Still in palette layers, right click the new frame layer and merge down with the trim layer. Right click again and merge down with the number image layer. Selections - Select All - Float - Defloat - Modify - Expand - by 1. Layers - New Raster Layer. Fill with black. Selections - Select None. IPL, move the black layer below the frame layer and add a drop shadow. H & V = 2. Opacity = 75. Color is black.  Repeat these steps with the other two frames.

Move strip 1 to just above the top rectangle. Move strip 2 up an inch or so. See my tag for placement. Move strip 4 to just below the bottom rectangle. Move strip 3 down about an inch. Again, see my tag. IPL, right click strip 1 and merge down to strip2. Then right click and merge down to strip 3 and then again to merge down to 4. All strips are now one layer.

Selections - Select All - Float - Defloat. Layers - New Raster.

Copy the stripe paper and paste into selection. Selections - Modify - Expand - by 1. Layers - New Raster Layer. Fill with black. Selections - Select None. IPL, delete the original strip layer. Move the stripe layer above the black layer. Right click and merge down. Add drop shadow last used.

Click on the top rectangle. Selections - Select All - Float - Defloat. Layers - New Raster Layer. Fill with this color, cc001f. Selections - Modify - Expand - by 1. Layers - New Raster Layer. Fill with black. Selections - Select None. IPL, delete the original top rectangle layer. Move the blue layer above the black.

Go to Effects - PlugIns - Filters Unlimited - Paper Textures - Striped paper fine. Set intensity to 64. IPL, right click the blue and merge down with the black layer. Add same drop shadow as last used.
Repeat these steps for the bottom rectangle, except make the color cc001f.

Copy your whole tube and paste it as a new layer. Resize down to 45%. Place at the left side of your tag. Duplicate and mirror. Place duplicate to the right side of your tag. See my tag. Add a drop shadow to each. H & V = 1. Opacity = 50. Blur = 4. Color is black.

If you are not going to animate, merge visible all layers. Add proper copyrights and your name. Save

For the name, I used Verdana. Size 36 Bold. Stroke width = 2.00. Kerning set to 25. Foreground color is white. Background is cc001f.
Place name center bottom of tag. Selections - Select All - Float - Defloat - Modify - Expand - by 1. Layers -  New Raster Layer. Fill with black. Selections - Select None. IPL, move red/white layer above the black, right click and merge down. Add a drop shadow. Same as last used.

Animation

If you're going to do the animation, do not merge all layers visible. Save your name for later, but,  go ahead and add your copyrights.

Go to Layers - View - View None. IPL unhide your tubes and frame layers, and your copyright. These should be your top layers.  Right click one and merge visible. Hide this merged layer, and unhide all other layers.

Below your hidden merged layer, should be the merged strip layer. Click on this.
Using your magic wand, click on all the yellow stripes. It's a bit tedious, but be sure to have the dancing ants around all the yellow stripes. Effects - Filters Unlimited - Image Enhancement - Color Booster - set to 100. Selections - Select None. IPL, unhide all layers. Right click your tag and copy merged.
Paste in animation shop as a new animation.

Back in PSP. Go to Edit - Undo Layer set visibility - Undo select none - Undo filters unlimited. Selections - Select None.

Using your magic wand, this time click all the red stripes. Filters Unlimited - Image Enhancement - Color Booster - set to 100. Selections - Select None. IPL, unhide all layers. Right click your tag and copy merged.

In animation shop, right click the tag already there and paste after currant frame.

Repeat these steps with purple, blue and green stripes. Taking each to animation shop and pasting after currant image.

After you've done the last stripe, the green one, go to View - animation. Do you like your tag? Save it as a mng file for future use.

To add the name. After making it in psp, paste in animation shop as a new animation. On the tool bar, locate propagate paste and click it. Click on your name and type Ctrl  a  Ctrl  c. Now click your tag and type Ctrl  a   Ctrl  e. Place the name  at the bottom center of your tag. Save as a gif file.
