This tutorial was written using PSP9, but should work in most versions. A working knowledge of PSP is assumed.
Supplies Needed
Tube of choice. I am using the art of Thomas Hoover, which I purchased from PTE.
WSL_mask9 made by weescottlass.
BP_template121, made by me.

Cybia Screenworks - light gauze
Font used is MeaCulpa
NOTE: The directions in this tutorial are for the image and supplies I used. If you are using something different, you may need to make some adjustments.
Let's Begin
Open template in PSP. Copy then delete original. In Palette layers, delete the info layer.
Click the white background layer. Add a new Raster Layer. Flood fill with this gradient color. Foreground is 37504b, and background is 6e7c7a. In foreground color palette, click the grandient tab. Style is Linear. Angel is 45. Repeats is 5.
Apply WSLmask9. Layers - Merge - Merge Group. In palette layers, right click the mask layer and duplicate. Right click again and merge down. Increase the size by 125%. Go to Adjust - Noise - Add noise, set to 30 with checks in monoghrome and Gaussian.

Click on the large circle. Selections - Select All - Float - Defloat. Layers - New Raster Layer. Fill with the gradient color you made. Selections - Select None. In Palette Layers, delete the original circle layer.
Repeat these steps for the thin rectangle layer.

Click on the large rectangle. Selections - Select All - Float - Defloat. Layers - New Raster Layer. Fill with this gradient color. Foreground is d0201f, and background is f43943. In the foreground color palette, click the grandient tab. Style is Sunburst. Keep repeats at 5. For the Center Point make the Horizontal 50 and the Vertical 0. Selections - Select None. In Palette Layers, delete the original large rectangle layer.

Click on the broken heart. Selections - Select All - Float - Defloat. Layers - New Raster Layer. Fill with the gradient color you just made, but with these changes. Set the repeats to 3, and the Vertical point to 50. Effects - Texture Effects - Weave. Settings: Gap size = 3. Width = 10. Opacity = 1. Weave color is white, gap color is black. Put check in fill gap box. Selections - Select None. In Palette layers, delete the original broken heart layer. Add a drop shadow. H & V = 2. Opacity = 100. Blur = 4. Color is black.

Click on the duo rectangles. Selections - Select All - Float - Defloat. Layers - New Raster Layer. Fill with this color. 6e4938. Effects - Plug Ins - Screenworks - Light Gauze. Selections - Select none. In Palette Layers, delete the original duo rectangles.

Use your rectangle selection tool, draw out a thin rectangle, about the same width as the thin rectangle in the template, and the length of the duo rectangle. Layers - New Raster Layer. Fill with this gradient color. Foreground, 000000 and background, 808080. In foreground click the gradient tab. Style is Linear. Angle is 45. Repeats are 3. Check invert. Selections - Modify - Expand - by 1. Layers - New Raster Layer. Fill with black. Selections - Select none.
In Palette layers move the gradient rectangle above the black. Right click and merge down. Apply the same drop shadow used for the broken heart. In Palette layers, right click and duplicate. Repeat until you have 4 altogether. Move these below the broken heart layer.
Place two rectangles on the upper duo rectangle and two on the bottom. See my tag for placement.

For all the background layers, I kept them black and simply added a drop shadow to each. H & V = 1. Opacity = 80. Blur = 4. Color is black.

Keep your black gradient color, but change the repeats to 5. Click on the text 'She's No'. Selections - Select All - Float - Defloat. Layers - New Raster Layer. Fill with the black gradient color. Adjust - Noise - Add Noise - Set to 15.
Selections - Modify - Expand - by 1. Layers - New Raster Layer. Fill with Black. Selections - Select None. In palette layers, delete the original she's no layer. Move the gradient layer above the black layer. Right click and merge down.
Click the 'She's No' white background layer. Selections - Select All - Float - Defloat - Modify - Expand - by 1. Layers - New Raster Layer. Fill with white. Selections - Select None. In Palette Layers, delete the original white background layer. Right click the new white bg layer and duplicate. Merge down the duplicate. Add same drop shadow last used. On your tag, make sure the black text is lined up evenly with the white. Merge down the black with the white.
Repeat these steps with the SweetHeart text.

Paste, as a new layer, your tube. I didn't need to resize mine, but if you're using something different, you many. Position to the left side of your tag. Add a drop shadow. h & V = 2. Opacity = 80. Blur = 6. color is black.

If you like, add some embelishments. I added some beads and a bow. You may want to use something different. Your choice.

If you are not going to do the animation, then go ahead and do the name text.
I used the font MeaCulpa size 60. My color was the first gradient color I had used on the circle. I put it in the foreground and background palette. Place the name at the bottom of your tag. Selections - Select All - Float - Defloat - Modify - by 1. Layers - New Raster Layer. Fill with Black. In Palette layers move the gradient layer above the black layer and merge down. Add a drop shadow.

Since you're doing the sparkles, you can save adding the name until your in animation shop.

Sparkles Animation
Click on the diamond circle. Selections - Select All - Float - Defloat. Effects - Plug Ins - Xenofex - Constellation. Settings: Star size = 2. Size Variation = 1. Edge star density = 2. Overall star density = 2. Overdrive = 100. Twinkle amount = 75. Tic Keep original image. Selections - Select None. Right click your tag and copy merged.
Open animation shop and paste as a new animation.
Back in PSP. Go to Edit - Undo Select None - Undo Constellation. Go back to Xenofex Constellation and keep the settings the same, just click Random seed at the bottom. Selections - Select None. Right click tag and copy merged.
In animation shop, right click the tag already there and paste after currant frame.
Once more go back to psp, Edit - Undo Select None - Undo Constellation. Go to Xenofex Constellation and click Random seed again.
Selections - Select None. Right click tag and copy merged.
In animation shop right click and paste after currant frame.
Click the View tool and view animation. If you're happy with the results, save as a mng file for future use.

To add your name, paste it in animation shop as a new animation. On the tool bar or your edit tab, select propagate paste.
Click on your name and type Ctrl a and then Ctrl c. Click your tag and type Ctrl a and Ctrl e. Place your name at the bottom of your tag. Save as a gif. file.
